A former state child care investigator in Pekin sought sex for hire from a 14-year-old girl who then took part in robbing him, charges filed Friday allege.
Melvin Devall, 58, also allegedly lied to police about the circumstances that led him to being robbed by two young men and another juvenile who accosted him in woods at Coal Miners Park in August 2016.
Arrested a month later, he’s now formally charged with two felony counts of official misconduct, two misdemeanor charges of obstructing a police officer and misdemeanor solicitation of a sex act.
Devall, of Pekin, was placed on paid leave from his job as an Illinois Department of Children and Family Services investigator at about the time of his arrest. He no longer works for the agency, a department spokeswoman said Friday without providing further details.
Jordan Baugh, one of the three 18-year-old Pekin men accused in the robbery, told police he posted a “prostitution ad” on an online advertising website that Devall answered, according to a prosecutor’s court affidavit.
After Baugh sent Devall a picture of the girl, Devall told Baugh, who pretended to be a girl in their phone call, that he “wanted a ‘slave girl’ for a few hours” and would pay $140, the affidavit stated.
Devall met the girl the next day, Aug. 26, at the park. She led him into woods where Baugh, Matthew Kapp and a 16-year-old youth were waiting. One of the men aimed a BB gun at Devall, who wrestled it away before he was choked, subdued and robbed of the cash he carried, according to charges in the robbery case.
The attackers were captured a short time later after a witness identified them running from the park to a waiting car driven by Jacob Michael.
Devall told police twice in ensuing days that he was in his car at the park doing paper work on a DCFS case when the girl, waving her arms, approached him and asked for help, the affidavit stated. He was attacked as he followed her into the woods, he said.?
About two weeks later, he acknowledged to a detective that he had arranged to meet the girl in the park, the affidavit stated.
The three young men were sentenced to probation terms for their roles in the robbery. The girl and other juvenile were processed in juvenile court.
Devall is scheduled to appear in Tazewell County’s bonding court on Monday.
