MORTON — Former Morton High School director of bands Jeff Neavor will resign as a school district employee June 30, receive his full salary for the 2018-2019 school year and stay on the district's health insurance plan through Aug. 30.

Those are among the terms of a separation agreement approved without comment Tuesday by the School Board. The agreement was on the consent agenda portion of the board's meeting.

A copy of the agreement, dated Tuesday and signed by Neavor and board President Tom Neeley, was obtained Wednesday by the Journal Star from the district.

Neavor, Neeley and Superintendent Jeff Hill declined to comment on the agreement, which states that Neavor is on a medical leave from the district and will voluntarily resign June 30.

In exchange for receiving his full, $71,536 salary for the school year and health insurance through Aug. 30, Neavor agreed not to sue the district for discrimination or violations of labor laws.

In his 18 years as Morton High School's marching band director, Neavor, a 1993 Morton graduate, built the band into one of the best in the country.

The band grew from 60 to 190 members, about 20 percent of the high school's enrollment, during his tenure.

Neavor was removed as director of bands but remained at the high school as a teacher after the board accused Neavor — in a statement read by Neeley at a Dec. 4 board meeting — of having "an inappropriate personal relationship with a female employee over which he had supervisory responsibilities."

At that meeting, 15 current and former marching band members and parents, many of them emotional, pleaded with the board to keep Neavor as marching band director.

Each speaker's comment was followed by applause; some with a standing ovation.

Nobody from the audience spoke in favor of Neavor's reassignment.

Nine days later, the Morton Education Association and district released a statement following an arbitration hearing that Neavor would not face disciplinary action and no further statements would be made about his employment status.

On March 5, the board approved the hiring of Tim Gray as the new high school band director beginning in the 2019-2020 school year.
